Lets assume that the jumper isnt ideal but instead has a resistance of 03 ohms. If you have a short circuit in parallel with a resisors then since the voltage across the short circuit and hence the resistor is zero no current flow though the resistor so the resistor acts like an open circuit and can be removed from the circuit.

The voltage across the 100w resistor is going to be zero.

Voltage across a shorted resistor. For analysis purposes the 100w resistor can be removed. The real world wire is going to have some resistance and a tiny trickle of current will go through the resistor. When placed across a 300 ohm resistor 999 of the current will flow through it and only 01 will flow through the 300 ohm resistor.

The ir voltage across each series connected resistor is called an ir drop or voltage drop. In a series circuit containing an open all good components will have a voltage. The 100w resistor is not impacting the circuit.
